Our Mission
To improve the rights and ensure the safeness of people with disabilities through guidance, coordination, implementation and management of development activities.
Our Responsibility
The National Council for Persons with Disabilities and the National General Secretariat have been established to make provisions related to the Protection of Rights of Persons with Disabilities Act No. 28 of 1996 with the vision of making the persons with disabilities also part of the national development. The main purpose of this is to fulfill the provisions of the said Act to create equal opportunities for the disabled. In addition,
welfare of persons with disabilities, prevention and control of the main causes of disabilities, maintenance of statistics, rehabilitation, management of institutions established for persons with disabilities, advice and assistance, preparation of programs and policies and guidelines for appropriate physical environment giving Various tasks are carried out while the ancillary matters are also fulfilled.
Policy making and legal services
Our legal services for people with disabilities are unique.
- The Protection of the Rights of Persons with Disabilities Act No. 28 of 1996 has been handed over to the Cabinet for approval by revising the Act for the Protection of the Rights of Persons with Disabilities in accordance with the current social pattern to provide maximum justice for the disabled community.

- Also, the Sign Language Bill has been forwarded to the Law Drafting Department to establish sign language as a recognized means of communication that meets the communication needs of the deaf community. According to those observations, the draft law is being prepared by the Drafting Department. Also arrangements have been made to introduce sign language as an additional subject for government officials.
- According to the Protection of the Rights of Persons with Disabilities Act No. 28 of 1996 dated No. 1467/15 dated 2006-10-17 and 2009-09-18 dated 2009. As per the Access for Persons with Disabilities Order No. 01 of 2006 published vide Special Gazette Notification No. 1619/24 dated. The gazette prepared according to international standards and specifications has been drafted and completed. Available at the time of inspection. After completing its revisions, the entry orders are to be submitted to the Gazette Sub-Committee.
- On the basis of Sri Lanka's National Action Plan on Disability in 2014, the preparation of the new National Action Plan on Disability has started.
- According to Section IV of Act No. 28 of 1996, voluntary organizations working for persons with disabilities are registered. At present, 238 institutions are registered and regulatory work is in progress.
Community Empowerment
The following programs are being implemented to provide welfare of the disabled and contribute to their upliftment in the society. Another unique task, which is the establishment of 06 care centers, has received the approval of the Cabinet of Ministers, and among them, the construction of Akuressa Pre-Childhood Development Center is in the final stage.
